Gosuslugi is the Russian service people abroad need most: certificates, powers of attorney, taxes, appointments with agencies. It is also one of the most tightly closed: from a foreign IP address the portal greets you with a white screen, an endless spinner or a 403.
It is not an outage. The portal filters foreign connections deliberately — we covered the mechanics in detail in our piece on how Russian services started blocking everyone connecting from abroad.
Why this is about more than Gosuslugi
Half of Russia's government internet signs you in through the Gosuslugi account (ESIA). Lose ESIA access — lose everything at once:
- the FNS taxpayer account — taxes and deductions
- the Social Fund — pensions and benefits
- mos.ru — doctors, fines, utilities
- the courts and Moy Arbitr
Prepare: login confirmation
A VPN solves access to the portal itself, but the login has a second factor. Check in advance how confirmation is set up on your account:
- SMS to a Russian number — the most common setup. If the number has been inactive for long, the carrier may have shut it down. What to do about the codes is covered in a separate piece on SMS from banks and services abroad — the mechanics are the same.
- One-time codes from an authenticator app (TOTP) — the most reliable option for living abroad: codes are generated on your phone and depend neither on the SIM nor on roaming. Switched on in Gosuslugi's security settings.
Step by step
1. Install a VPN with a Russian server
Download VPN Russia — iPhone, iPad, Android, Mac. Ordinary Western VPNs won't do: they either have no servers in Russia or run protocols the portal's defences recognise.
2. Connect to the Russia server
Open the app and tap connect. The VLESS protocol disguises traffic as ordinary HTTPS — to the portal you are indistinguishable from a user in Moscow.
3. Open gosuslugi.ru and sign in
The portal loads normally. Log in as usual — login, password, confirmation.
Common problems
The portal loads but hangs at sign-in. Switch to another Russian server in the app — that particular server may be under load.
Endless captcha. The sign of a burned IP. VPN Russia's addresses are clean, but if a captcha appears, a server switch cures it too.
