Why mos.ru is unavailable outside Russia
The mos.ru portal blocks access from foreign IP addresses. That is standard security policy for Moscow's government services — protection against DDoS and unsanctioned access from outside.
It bites hardest for people who left Moscow temporarily or for the long haul: you need to book a doctor, check utility charges, pay a fine or order a certificate — and the site simply won't open.
