Why mos.ru is unavailable outside Russia

The mos.ru portal blocks access from foreign IP addresses. That is standard security policy for Moscow's government services — protection against DDoS and unsanctioned access from outside.

It bites hardest for people who left Moscow temporarily or for the long haul: you need to book a doctor, check utility charges, pay a fine or order a certificate — and the site simply won't open.

What you lose without a Russian IP

  • Doctor appointments through EMIAS (mos.ru)
  • Checking and paying traffic fines
  • Utility charges and payment via the personal account
  • School services (MES, MCKO) — they authenticate through mos.ru
  • Ordering certificates and extracts

The fix

You need a VPN with a Russian server. Connect — your IP becomes a Moscow one, and mos.ru opens without errors. Everything works, including sign-in through Gosuslugi (ESIA).

VPN Russia is tuned for government portals:

  • VLESS/Trojan protocols — they don't trip mos.ru's defences
  • Servers in Moscow — minimal latency
  • Runs on iPhone and iPad (iOS 15+), Android and macOS

Step by step

  1. Install VPN Russia on your device
  2. Connect to a Russia server
  3. Open mos.ru — the portal loads; sign in as usual
